After erasing my Lion partition, I am left with free space above my SL partition. However, I can only expand existing partition downward.

How can I move my SL partition, so I can expand downward and utilize the free space? See picture:

Download a partition manager of some sort.

Try booting from an external drive (or your Snow Leopard disk) and run Disk Utility from there.
