Is documents in the cloud the file system we're waiting for?

Apparently iOS 5b4 has documents in the cloud. I'm wondering how it works. Is it a repository thing where every app can drop and edit it's files and all other apps can get the same file?

I mean, no more need 'open in external app' kinda thing?
Or even better, drop files through iTunes into the cloud, and your apps can access it? Some more info would be appreciated.
