I'm think of getting a mini mac but need to run an OS 9 application (Rasterplus). Can you boot to OS 9 or does it need to be installed?

For every Mac but the PowerMac, DDR memory means it won't boot OS 9.

Any PowerMac with FW800 likewise won't boot OS 9.

IF it won't run under Classic, then it won't run on the Mini.
 
The mini comes with Classic installed which is like an OS 9 "window" so to speak in OS X. You can't boot 9 on the mini but most apps will run from Classic.

For classic. You still need the OS9 system files on your Mac to use classic, it just won't boot outside of OSX's classic environment
