It works if I go to the View menu and Reload Page there. The Command R short key doesn't work. I even tried adding it to the Keyboard Preferences. What am I doing wrong?

reload page shortcut key does;t work in Safari 5.1

You're using Safari.
(You know someone was going to say it eventually.)Reload (cmd+r) is working fine in Safari 5.1 for me, on two different machines and under Lion and SL?. Are you using Lion or SL?
I've done all the updates via Software Update Utilities. I've even deleted and reinstalled Safari 5.1 and still no luck on fixing this issue. Please help.
Any chance you've assigned Cmd-R to another command in Keyboard preferences? Does the View menu flash when you hit Cmd-R?
No the View Menu does not flash. I hear a sound, but no action. The Air is all stock and I have not changed any Short Keys settings, but I will check to see if Command R is set to something else.
You were right! It was assigned to another function. Thanks for the help. It's fixed now. I feel dumb.
