I think this largely depends on which carrier provides the best coverage in your area, but say all three had equal coverage - which is the best?
 
at&t because of talk+surf, and better indoor reception.

Even if I didn't have a reason, I'd go with at&t for wireless service. Don't know why.
 
It really depends on where you live but in general:

at&t - Fastest data on the 4S (3.5G), talk and surf

Verizon - Overall nationwide coverage

Sprint - Unlimited data
 
Since AT&T can take advantage of the faster speed and talk and surf it ives them and advantage, and they aren't sprint.
