Resizing Photos

Hi all,
I was wondering, apart from photoshop what other programs can resize photos. I tried in Preview and iPhoto but they dont have that feature. Does anyone know of a free app that can reszie photots?

It would be nice to be able to convert the photo within iPhoto so that it just changes the resolution and doesn't make a copy.
