The current MBA is faster, but that is due to the i5 and i7 CPU, but even the 2010 MBA seems faster due to its SSD.
Maybe this can help: http://www.primatelabs.ca/geekbench/mac-benchmarks/

The white MacBook is fine (I'm keeping mine, in spite of buying a new Air). Depending on how technically literate your dad is though, an iPad might be a better gift (my Luddite of a dad absolutely dotes over the iPad 2 I bought him).

Mine handles Elements ok (can be a bit slow) but I suspect the full Photoshop package wouldn't run too well.

Photoshop can run on that MB quite well, I had it for two years, though the resolution is abysmal for 12 MP photos and all the palettes. But it could handle the 12 MP RAW photos I threw at it quite well.
