If you were upgrading from a d40...

If you were upgrading from a Nikon d40 to a Nikon d7000 would you wait for the D7100 or buy the D7000.

If you were going to own the Camera body for 5 years ,therefore, not upgrading for 5 years.

Is 1080P @ 24P sufficient for short films?

And of course still photography will also be utilized.

I have a D7000, 1080/24p is perfect for shorts, and I find that if someone needs 30fps the 720p mode is excellent, I say wait for the D7100 unless you need it now, the senor might not be much of an upgrade, but if the D800 is any indication, it will hopefully have better movie making features, Level monitor, etc, and possible uncompressed 1080p out like the D800.
