I assume you mean mountain lion? All MPs can run Snow Leopard and Lion, looks like the early ones are dumped with ML.

Obviously new Macs waiting on Ivy Bridge etc. will also be waiting for the final copy of 10.7.4. What's the chances of this being that copy to anyone testing? Could new the Macs be being flashed as we speak?

That isn't how it works.

Agreed, new macs usually have a custom build of the OS if they need it, these days hardware and OSX versions rarely wait for each other (especially x.x.x versions).
