I have an iPad app called "Puzzle Quest HD". It appears for some reason that it's not available in the iTunes store anymore (at least in this country). I was under the impression at if I purchased an app, it would always be available to me even if it gets removed. It's on my iPad, but when I "transfer purchases from my iPad" using iTunes, it doesn't move that one app. My question is why don't I have access to this app so I can put it on my wife's iPad as well?

I've no idea why it's not transferring it to your computer, but yes - if an app gets removed from the app store from any reason you'll never be able to download it again.

That's the main reason I use my PC for backups rather than iCloud.

Before you attempt anything and if you really want the app... you can jailbreak then copy the app to iTunes and then you'll have it there forever.
If you are jailbroken OR you feel tempted to, holla back.
