Hi, anyone know if I can I use my 27" 2009 iMac (no thunderbolt) as an external monitor for a thunderbolt Macbook Pro?

Yes. The 27" iMac's mini-display port can be used as an input for other mini-display port (including Thunderbolt) Macs.

Does using a thunderbolt to MiniDP have any performance issues over a TB to TB?

Not sure what you mean.

The video signal that Thunderbolt uses is display port. On top of that, TB and miniDP share the same connector. A TB to mDP adapter is not necessary, so there is no difference in the quality of the video signal (which is digital anyway, so degradation and refresh speed cannot be effected).
