sending photo attachment from photo or camera app not working

I have just set up a new iPad, everything works as it should do, except:

When in photo or camera and I try to email the picture from one of those apps, it takes me to the System Settings menu and ask what sort of email account I want to set up!

But the email account is already set up and working... 😕
