Photo streams should have same content but do not

On my iphone photo stream has a larger amount of photos than in the stream on my iPad. That doesn't make sense. Same account, same settings. Same stream? Not. Anyone?

I called ACare and got some of my answer. But, not quite as I ran out of time. I do have a few vids but not nearly enough to account for the gap. Thx for answering.

I reset my network on the phone and the two streams balanced in quantity. That pretty much solved it, per ACares suggestion. Oh well, I learned a lot about the whole photo protocol from the support agent. She was helpful.
