Can you wirelessly mirror an Android using AirPlay on the HDTV?
Is there a way to mirror the entire screen of an Android phones using AirPlay/Apple TV? Or can you at least stream photos and videos that you take on your Android phone via AirPlay?

No. You can have the Nexus Q for that. It costs 3x times as much and does about nothing. No surprise, Google's first attempts at things usually suck but get better and better over time (Chrome, Chrome OS, Android, etc.).
