Historically, the Chinese government definitely has an ambivalent relationship with Microsoft. Adopting Linux is just one way to ween the country off its dependence on a foreign company. The Chinese government, however, would prefer that a Chinese Microsoft (whatever company that may be) to become a dominant player in the global technology market.
