I know servers aren't designed to "sleep." However, I was wondering if I could install OS X ML server on my mini and still use sleep mode. Reason: I want to test OS X server on my home Mac while still being able to conserve energy, and being able to "wake" on demand.

I have my mini server shutting down for hours overnight (essentially midnight to 6.30am) - never tried the wake on demand though.

I assume you mean the server actually powers off, not the server.app quitting while leaving the mac powered on (not sure if this is even possible).

To be honest not sure what state it leaves the machine in. I doubt it's turned off, probably more like the windows equivalent of suspended.
