To me, that sounds he's offering to do a little more than the typical circumcision.

Sounds like he's offering to castrate the man for free.

Add - Definitely what some of the Western reporters deserve, Gallagher Sledge-O-Matic style.
 
That's awesome. I wish we had a president who would talk like that. Our politicians are all a bunch of melodramatic *******. (That's funny how the singular version of that word doesn't pass the language filter, but the plural does... I guess one is not enough)
