System Preferences freezes when pressing the lock icon

The System Preferences seems to freeze when pressing the lock icon.

e.g.

When in 'System Preferences/Users & Groups'
Pressing the 'lock' icon causes the system preferences to freeze and requires a force quit.

This is not only in Users&Groups, but wherever a lock icon is present.


I've tried clearing the Cache and Preferences folder, but no luck.
System Preferences is not running in 32-bit mode.


Please advise.
