Question re "com.apple.PowerManagement.plist."

I've been having a problem with a power management issue and someone suggested deleted the "com.apple.PowerManagement.plist." and letting it rebuild itself. I deleted that file and left it in the trash, but when I restarted my rMBP, the file was not rebuilt. Does anyone know when or how that file will be rebuilt?
