Naughty G5 Xserve won't sleep when its told to?

Ok, so my Xserve G5 running OS X 10.5.8 a Corsair Force 3 SSD and 1.5TB Seagate HDD wont sleep when its told to. It goes to sleep but then the disks spin up and it wakes up again.

This is happening whether I sleep the Mac from desktop sharing or physically sleep the machine with mouse and keyboard. What's going on with my Mac?

download and try NMS sleep assist, I use this on my G5 quad because it will not sleep reliably on its own.
With this it sleeps every time.
