Most iOS releases in my experience have been released around 10 or 11 am PST so I doubt it.

No. It's never happened before. I could be wrong but I think it usually around 10 pacific. Probably to lessen serve load while everyone is at work.

Most recent upgrades seem to have been around 1800 GMT (UK time) so that's between 5-7 hours ahead of US time? (i.e. then around 1100-1300 us time, depending on where you are?)
