I just opened Notes, created a note, and closed it using Apple+Q.

... I opened it again, and the note was gone!

So, I created it again, and waited for it to do "Updating..." and *then* Apple+Q'ed out of it. Upon reopening, it stayed this time.

... This seems like a huge oversight. Are they kidding? Running 10.8.2 on a MacBook Pro.

Same happening here sometimes, also sometimes when I delete a note, it's not dissapearing, it's stays there until I reopen the Notes app. It works like some alpha/beta software...

I'm also experiencing very variable behaviour from Notes. Only about half of my notes from my iPhone have synched and new notes are not coming across onto my Mac.

On the Mac, three out of four times the notes I've added have disappeared after quitting.

(10.8.2)

It's really unreliable. My freshly created notes have been disappearing immediately!

That's pretty shocking. You should submit a bug report via the feedback pages.
