Disk Utility

What does this error mean in Disc Utility :-

"Unable to burn 'x" (The disc drive did not respond properly and can't recover or retry."

Does this basically indicate bad media ?

This error appears when trying to burn a image.

Tried restarting, but didn't help.

Or maybe a bad optical drive. Does it do the same thing with other files and another cd/dvd?
