How do I make these flares?

Take a look at the attached file.

See how it has those lines ("flares" I call them)? How is this done? I have Photoshop.

Motion Blur.

I would call them "striations." But yes, motion blur, or make a layer that's really short and wide, paint it with some varying shades of blue, blur it a bit, and stretch it really far vertically.
