Bookmarks Sync Problem

My bookmarks on my iPhone 4 with iOS6 are stuck in sync. I cannot delete them, and I cannot add to or delete from my reading list. I unchecked, signed out, and deleted the iCloud control panel, I turned off syncing bookmarks on iTunes, and I turned off syncing with iCloud bookmarks on my iPhone. Is there any other option I have to fix this issue without restoring and setting up as new? I feel like it could be the source of my battery drain as well.

After updating to iOS 6.0.1, the problem still persists. Hoping someone can offer advice that doesn't include restoring as new and losing everything I have, spending hours to put what I can back on.

I now have an iPhone 5 with ios 6.1.1 and of course from backing up from my previous iPhone. I still have this issue. Am I the only one to encounter this?
