Apple announced 4 Billion in January, 5 Billion paid in early June, and now 6.5 Billion paid to app devs in Late September. So app revenues have been increasing significantly for somebody.

Also an increase from 30B to 35B downloads. If there was an average app (there isn't), that's 30 cents per app download.
