It's only enabled on devices with 8MP cameras, i.e. iPhone 4S and 5.

Ipod touch Gen 5 has panorama and its camera is same as Ipad mini, no?

Sucks but I think Apple is saying that iPad's are not point and shoot cameras like the Touch or iPhone. That is why they leave out such features as Panorama and an led flash.
