IPad mini as hotspot?

Do you think the cellular iPad mini will have the personal hotspot feature?
I'm not sure if it is a limitation/feature of the A5 chip or just a software decision by Apple.

I know the cellular 'new iPad' does, not sure about the iPad 2.

According to Apples website, if you look at the tech specs of the mini and look under the cellular model and click "Learn more about iPad mini with Wi-Fi + Cellular" it does show it will have hotspot features.
