Two tweaks cause this issue that I'm aware of - iOS6 Photos Menu and FacebookThis. If you have one of those installed then remove it. Then install iCleaner (its in a cydia default repo so just search for it). Run iCleaner with its default settings, respring, and the problem will be fixed! This is a fairly common problem.
