Mac Mini won't boot (help me diagnose?)

Hello, I have a 2009 Mac Mini 2.26 C2D.

When the power button is pressed the fans turn on and a green light turns on on the logic board, but there is no video output, no chime. How do I troubleshoot from here? I know the HDD is good (can boot externally on another computer).

The connector for the power LED was ripped off the board (connector on board side is off). Can this cause this problem (like a short or something)? Also, there is no CD drive in the unit.
