iPad estimated time before we see mini/ipad4 refurbs?

I really doubt we'll see refurbs of the mini or the 4 before February. I don't remember seeing refurbs of the 3rd gen. iPad at Apple's online store till sometime in August.
I would say that three months would probably be the earliest.
This is based on the fact that the MacBook Airs released in June 2012 became available in the Refurb section about a month ago.
Of course, it is always possible that they may put some up for sale before Christmas. But at this point I think it doubtful.

With the amount of over privileged whiners making complaints about not liking colour, scuffs or whatever terrible killer flaw the mini is afflicted by I'd say quite soon, seems most of them go through 3 or 4 before they are happy, well, satisfied at least.
