Today I received my iPhone 5. Unfortunately, Verizon's systems are down and can not active it (my luck, right?). They told me to call back tomorrow, as they'll be unable to activate it tonight.

Am I able to turn on the phone and set it up via Wifi, and maybe use it just to browse the web and such while I'm waiting for the morning?

Basically, use it like an iTouch, until I can active it.

Or does it need to be activated to use like that?

When I got my iphone 5, the instructions booklet inside specifically stated to activate with another phone first before even turning on the iphone since my previous phone was an android. You have to activate the sim first through verizon on another phone before using iphone if you are going to use the iphone with your current number. Now if you are transferring from one iphone to another, you may not have to do this.
