iPod Touch 5G or iPad mini

I would be mostly using it for web browsing, playing games and listening to music.

I was thinking the iPad would be better for my needs but wanted a second opinion

I'm in the UK so I don't know what the price difference is where you are, but over here the price difference is so small between the different products that I don't really see the point of buying the iPod touch. Unless of course you need ultra portability.
