Frustrating Pages Template Problem

I am creating a new template which has a graphic in the background on each page.

I create the page, capture it then save as template.

When i relaunch the template and finish writing a page a completely blank page appears that doesn't have the graphic

I've tried addng section breaks and viewing invisibles but i can't see why this happens.

Any ideas?

Is the graphic somehow limited to the first page or odd/even pages?
