I can get a used 24" ACD for $650. Is this a good deal or would I be paying too much?

That's way too much. I was considering the 24" ACD for myself a while ago, but I couldn't justify paying $500ish for a monitor that was already several years old and had no warranty. They are simply overpriced now for their age.
Instead I'd recommend either an NEC, Eizo or maybe a Samsung.. IPS (or PLS in Samsung's case), if you want to spend that much.
If you want to go used, go cheap-ish... you can find used NEC 2490s on ebay for <$200 -- look for non-touchscreen ones with 10k hrs or less. I got mine for $150, w/ 9K hours on it. If you don't mind VAs, you could alternatively get a NEC 2470 for around $125ish, manufacturer refurbished, on eBay.
I just looked at the NEC 2470 on eBay for $237 and $245 with "Best Offer". However it only has DVI connection. Would I need a mini display port to DVI cable to use with a Mac Mini?

Sorry for the late reply, just checked these forums today.
If going single display, you can use the mini hdmi to dvi that came with your mini. If going dual, you'll need a mini display port to dvi adapter (and dvi cable). You can get those cheap on ebay too. DVI cables are like $3 shipped on eBay.
But that is too much for the 2470. I wouldn't go more than $125-$150ish for it, and ideally it'd be NEC refurbished. You can get 2490s for less than the price you listed. Somtimes with eBay you'll need to wait it out until a good deal just happens to pop up.
