how to combine two icons in one ?

I wanted to create some icons by joining/layering two icons into one.
i have found some online sites offering the solution. but they add a black background to the icon created. is there any app that can join two icons and does not add any white/black background to it ?
I am attaching a sample icon that i found on the internet...
