[iPad] Charging problems

So I bought an I pad 4th gen and had to send it back as when on charge the battery was still going down when I was on it, this one at first was the same but I've turned the brightness down a bit and seem to be ok now.
Has anyone else had this problem?

I have had that happened on other non iOS devices. I found out in one case I had a bad charger, then second was a loose fit of the charger going into the outlet.

When it's charging do you see the charge symbol on the iPad?

Yes it still shows charge symbol
