Used iPhone not reading the SIM

Good Evening i bought a iPhone 3GS today and i put the sim in and it wont read it and its chatr an sister company to rogers and fido here in canada if someone please help me to active the chatr sim chip to use in the iphone

Is it stuck on the activate screen or you're into the homescreen?
Go to settings/general/about/modem firmware?
