iPad 3rd and 4th Generation wifi speeds - 3rd is faster?

I noticed my new 4th gen seemed really slow downloading. I compared it to my 3rd and the 3rd gen is about 2x faster downloading. This was side by side, same wifi network. I took it to an Apple Store and it did the same thing there. They gave me a replacement iPad 4th gen and it did exactly the same thing in the store and at the office.

Has anyone seen this? Are there software solutions?
