iPhone 3Gs activation ticket

i have iphone 3gs new bootrom SIM Locked
when i bought it it has IOS 6.0.1 and i couldnt activate it so i downgrade to ios 4.1 since i dont have SHSH of 5.1.1 or any
i jailbreak it with redsn0w_win_0.9.15b3, and it works in every sim card i dont know how.......
Baseband 05.16.07
i backup the activation ticket in future use
my question is
if i do a full ios 6.0.1 software and send the activation ticket by redsnow will it be activated?
i dont want to downgrade to 4.1 and get lucky again

There are sites that always return locked in order to get you to pay for an unlock. So take it with a grain of salt. I dont know about that site you linked.

However, if you are not jailbroken, not running ultrans0w (which you aren't, as that baseband is not supported), not using a sim imposer, then it could be concluded that your iphone is Factory Unlocked.

So we need to figure out why its not activating, as it should be able to activate with any sim card.

nop its not factory unlocked
i checked it many websites same result
Locked with carrier swisscom Switzerland
