iPad Mini: cannot connect to itunes store

1st time tablet owner, got my ipad mini today and lucky i even knew how to turn it on. Still use my laptop from 10 years ago and my tracphone from like 14 years ago.

Okay what do i do, it seems alot have this problem

I click an app, it says cannot connect to itunes store. I dont even know what an itune is.

I believe my itunes id is the same as my apple id since it asked me if i wanted to make it the same, i think
