Question Custom Appearances

Hi, i was wondering if anyone knew if there was a way to install custom "Appearance" packages so we have more than just "Blue, and Grey"
I'm not a mac developer but i do have some knowledge on how os x/unix works. If someone could find a framework which includes the two options (Blue and grey) and edit and add other custom appearances to the same framework would that be possible.

By things that would be changed i mean the traffic lights, scroll bars and button highlights.
