iphone 4 locked and baseband is 4.12.2

hello friends ,

i have an Iphone 4G with base band 4.12.2
and it's locked to a sweden courier .

can it be unlocked using turbo sim or another methode ?
is the base band have the ability to be downgraded ?

No to second question also.
Only IMEI unlock on your case..
