iPad Lightning Connector Reversible?

Isn't this connector/charger supposed to be reversible? I'm having issues each time I plug in my iPad to charge. For some reason, it never begins charging until I unplug it and then turn it around and plug it in again.

Thoughts? Anyone else have this issue?

My iPhone 5 had this issue, tested it with another cable to make sure it wasn't a bad cable, and then took it to the Apple store where they swapped me a new phone...
