changing itunes countries

when i recently reset my old iphone for my girlfriend, it set it up as a UK phone/itunes account when she's from a different country entirely...

so the query is, how can I change it? is it as simple as changing the account base country or do i need to make an appeal to some higher power also as she has no credit card so is that a deal breaker?
