How can we find the owner of a lost iPad?

I live in US.

I work at a restaurant and someone left his iPad a few weeks ago. We thought he or she would return and ask for his/her iPad, but no one has come yet.

Because of the password setting, I cannot unlock the iPad.

Any ideas how we would find the owner?

Assuming the owner registered it, the Apple Store should be able to find the owner by serial number.
