German iphone contract: is the bill split into two? (1 for handset 1 for service)?

or – as is already the case from where I sit here in Germany – splitting the contract in two, so that one part of the monthly charge is explicitly paying off the handset, and the other representing the service charge.

If this is accurate, is this done for all contract carriers?

And is this came about because of government action (Germany version of the FCC)?
