I'd go with the 15w so you can easily charge 2 at a time if needed since it'll provide more power than the first one you linked to.

(Personally I'd spend the extra 4 bucks and get 12w one from Apple.)

I don't know the exact details, but Apple wouldn't sell it if it did. The iPad probably knows not to pull too much power that could damage the battery. Apple lists the 12w as compatible with the iPad mini so in my eyes, it's safe to use. Plus, you've got 1 year minimum in the event something happens with the battery. This is also why I only use Apple chargers on my devices.

No, it could be 500W and it wouldn't harm your device. Electrical devices draw as much wattage as they need, the wattage isn't forced in. Voltage is different, but you don't need to worry about wattage.

As long as it complies to the USB standard, I wouldn't worry about it damaging your devices.
