That is the IS working. It sounds all the time on my 70-200mm.
Although I'd say it's a bit louder than normal...
If it bothers you take it in to a Canon Factory Service Center.

There's nothing wrong as far as I can tell from your video.

Sounds exactly the same as my 17-55; the noise is the Image Stabiliser working, and is quite normal.

How come do you say it's louder?

You have to understand that this lens is primarily made for stills and not solely for video.

If you are unhappy with the sound for video then invest in a off camera mic as it is the vibration resonating through the body to the mic.

If you are worried about the noise you can
1) turn off IS and AF and run the lens in manual mode from a tripod. If not a tripod at least a monopod.
2) Use some other device to record the audio and maybe even use a closer microphone

All professionals do both of the above when possible.

Both my 18-55 and my friend's 24-105 have softer IS, and it's just as loud as a heavy-duty telephoto IS.

Normal. If the sound of the image stabilization offends you, turn it off. Shouldn't be on making videos in any event.
