Seems like many of the security measures are reactive, not proactive, in that they're not enacted until somebody does something bad. Remember why we all have to take off our shoes? If somebody somehow uses a tooth as a weapon on an airplane, expect to give up your teeth for inspection before flying.

I think it's because people in general have a harder time predicting the future than they do reacting to events that have already occurred.
